The Opportunity
The City of St. John's, Fleet Division is presently accepting applications for the Full Time Permanent position of Foreperson.
The successful applicant must have a strong desire to be cooperative and will be required to be a team player in order to be successful in this position. Must be highly organized, innovative, conscious of changing priorities and willing and able to adapt quickly to any situation. This person will maintain safe workplace procedures and practices. This position is required to work shift work.
Accountabilities
• Maintain a Preventative Maintenance database. This includes work order management, preventive maintenance, standard job creation, spare parts cross referencing, detailed work planning and manpower scheduling.
• Direct employees in the repair of equipment defects.
• Approve the requisitioning of parts, material and labour.
• Approve various types of leave.
• Recommend overtime based on workload/weather conditions.
• Determine if equipment defects are warrantable repairs.
• Ensuring all functions are following OHS Regulations.
• Prepare technical reports, correspondence, procedure and operational manuals, and technical specifications.
• Coordinate your scheduled projects with other divisions and departments.
• Be familiar with and implement the Collective Agreement where it applies.
• Conduct inspections, investigations, prepare reports and recommend correction action as required.
• Place a high value on work site safety, conduct toolbox talks and be well versed in OH&S policies and procedures.
• Respond to the emergency callouts at any time of the day or night (blizzards, floods, hurricanes, etc.), as per the procedure set by the City or Division.
• Willing to work extended shifts as required.
• Forepersons are responsible to answer calls, phone and radio, to the Fleet division and provide input to other divisions requiring assistance.
Performs other duties as assigned.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications
• Must have a High School Diploma.
• Must be a Journeyperson in Heavy Equipment Repairs, Automotive Repairs, or Truck and Transport Repair. Diploma in Mechanical Engineering Technology (or related field) will be considered.
• Must possess a minimum of five years supervisory experience in a public works or related field
• Experience with heavy equipment and a garage environment will be considered an asset.
• Applicant must have a clear understanding and awareness of the Workplace Health, Safety and Compensation Commission (WHSCC) Legislation; Highway Traffic Act; Occupational Health and Safety Act and Regulations; and Human Rights Legislation
• Ability to work positively and effectively with others to achieve divisional goals.
• Demonstrate good judgment and problem solving abilities.
• Effective oral and written communication skills
• A strong working knowledge of personal computers with proficiency in Microsoft Office Suite is required.
• Ability to prioritize work, multitask, and meet required demands and deadlines; an ability to trouble shoot and work in a fast-paced environment.
• Applicants must possess a valid Class 5 License and obtain a Class 3 license with an air brake endorsement within a short period of time. The applicant must also be prepared to complete additional training for other classes and endorsements.
• Trained and certified in diagnostic programs including but not limited to; Cummins, International, Freightliner, John Deere, CAT will be considered an asset.
• Any certified training or knowledge on hydraulic systems, brake systems, transmissions, electronics, etc will be considered an asset
An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
