The Grounds and Roads Department within Facilities Management is currently seeking a Full-time Regular Manager, Fleet & Municipal Services.

Facilities Management is responsible for providing the operations function for the University. Operations includes all activities associated with the routine, day to day use, support and maintenance of buildings or physical assets; inclusive of administration, management fees, normal/routine maintenance, custodial services and cleaning, fire protection services, pest control, snow removal, grounds care, landscaping, environmental operations and record keeping, trash-recycle removal, service contracts, leases and utility charges (electric, gas/oil, water).

The Operations & Maintenance department of Facilities Management is responsible to ensure that building structures, grounds, water and sewer distribution systems, fleet assets, building operating and monitoring systems for the University owned and leased properties are operated and maintained in a reliable, efficient and cost effective manner to ensure a safe and comfortable work environment in which campus users can carry out their activities.

This position reports to the Director, Operations & Maintenance and is accountable for hiring, performance management and/or termination of the Fleet & Municipal Services work unit staff of approximately one (1) MaPS and twenty (20) support staff (AUPE) full-time employees and 10 seasonal (AUPE) employees.

Problems range from medium to moderately high complexity with significant impacts on the physical operation of the campus. Stressors are moderate to high and include aging infrastructure, changing technology and an increasing and continuous demand for uninterrupted service. The position involves technical and personal problem solving and conflict resolution. Normal working hours are Monday to Friday on a 35 hour week. This position is on-call most of the year for emergency response.

The Manager of Fleet & Municipal Services works with both internal & external resources for the department to establish objectives and goals for the work unit. This position directs the planning and maintenance of Grounds, Fleet Operations, Pest Control and Underground Utilities, including water, storm and wastewater by engaging in: strategic planning, financial management, operations management, leadership of human resource capital, and public engagement.

The Manager of Fleet & Municipal Services is responsible to ensure that all members of Fleet & Municipal Services including Grounds - Hard and Soft Landscaping, Roads, Underground Utilities and Fleet Operations work units are operating effectively, within a team environment to achieve objectives as set forth. A major focus is to ensure consistency within both management and operations to benefit the University of Calgary as a whole and have a matrix on which this can be demonstrated.

Summary of Key Responsibilities (job functions include but are not limited to):

The Manager of Fleet & Municipal Services is responsible for managing the following areas: Grounds, Fleet Operations, Integrated Pest Management and Underground Utilities, including water, storm and wastewater. Included is planned and unplanned maintenance, long term forecast for Infrastructure Renewal, as well as working with Campus Planning and Facilities Development staffs on technical support for new projects. Oversees Ministry of Transportation compliance and reporting as it relates to the fleet. Develops and implements vehicle and equipment preventive maintenance programs.

This position has one (1) direct report with an associated current staffing total of 20 full time employees and 10 casual summer student(s). The Manager of Fleet & Municipal Services will operate and maintain the following in accordance with industry best practices, federal and provincial laws:
 

  • An aesthetically pleasing and functional, landscaped, outdoor environment, including hard surfaces for vehicular and pedestrian movement, on all University properties.
  • A safe and sound fleet of Grounds maintenance vehicles.
  • A safe and sound fleet of university vehicles.
  • A robust irrigation, water and sewer system.
  • An Integrated Pest Management (IPM) program.
  • An Emergency Management Program and plan that is coordinated with the University.


Strategic Planning:
 

  • Full understanding of industry best practices, and engagement with other secondary institutions to ensure we are delivering service excellence to our clients, within our financial parameters.
  • Strategic and business plan development, business analysis, participation in planning, and organization alignment.
  • Make recommendations that influence University policy, procedures or plans.
  • To be recognized within the University environment as leaders, to promote and embrace change and to know and seek out value.


Financial Management:
 

  • Responsibility to budget adherence, and to report major emergency & unplanned repairs, to ensure proper notification to both the financial & executive team as required.
  • Develops long-range plans, manages all financial, administrative, health and safety and environmental compliance.
  • Prepares cost analysis and periodic management and operational reports.
  • Prepares the Fleet & Municipal Services work unit budget requests for submittal to higher administration for consideration and approval, and control of expenditures within approved parameters.
  • Maintaining, on a fee-for-service basis, the grounds at any University-owned location (e.g. Student Family Housing, playing fields and parking lots, and field stations).
  • Assists in financial forecasting duties and generates and updates budgets and schedules for operations expenditures. Budgets normally range from several thousands to $3 million for this provision.
  • Develops and administers operational budgets for university locations, in conjunction with the Director.


Qualifications / Requirements:

Must have one or a combination of the following for 10+ years: Diploma in Business Administration, Fleet Management, Horticulture, Turfgrass Management, Arboriculture and/or Facilities Management.

Management:
 

  • Certified Educational Facility Professional (CEFP) or Educational Facilities Professional (EFP) designation is an asset.
  • Proven management abilities and strong interpersonal skills in effectively dealing with faculty, staff, consultants, City of Calgary, contractors and the public is required.
  • Managing contractors, procurement, and service contracts.
  • Must be able to manage resources and encourage staff engagement in all areas of the operation working within a unionized environment.
  • Minimum of 7-10 years management experience with a focus on the delivery of customer service in a business-oriented environment.
  • Budgeting, forecasting, and cost-control skills.
  • Knowledge of the principles of leadership, management and administration.
  • Must be able to present ideas, problems, solutions and instructions clearly and concisely, both in writing and verbally.
  • Must be a leader able to motivate staff and able to deal with staff concerns, problems and issues and share information in an open and collaborative manner.
  • Must demonstrate an ability to work well with people with diverse backgrounds, interests and professional needs.
  • Must be a skilled communicator with well-developed listening skills.
  • Must demonstrate effective facilitation, conflict management and problem-solving skills.
  • Must be innovative and comfortable with taking risks.
  • Must be able to handle a variety of tasks and commitments simultaneously.
  • Must be able to analyze data, including financial and technical, from a variety of sources including life cycle analysis and asset management strategies.
  • Must be able and willing to learn several computerized systems related to preventive maintenance, planning, work tracking and finances.
  • Strong planning and organizational skills for seasonal operations.
  • Must be familiar with Microsoft Office Suite and integrated work management systems.
  • Ability to prioritize work in a high-complexity environment with competing demands.
  • Must hold a valid Class 5 Alberta operator license.


Grounds:
 

  • Certified Grounds Manager (CGM) and/or ISA Certified Arborist would be considered assets.
  • Experience with grounds maintenance operations for a large institutional or municipal site.
  • Experience with snow and ice control operations, including use of de-icing chemicals.
  • Experience with turf, tree/shrub care, horticulture, soils, and irrigation system maintenance.
  • Experience with pest and weed control (IPM).
  • Knowledge of provincial OHS requirements related to grounds operations.
  • Alberta environmental regulations (fuel storage, waste handling, herbicides).
  • First Aid/CPR and Chainsaw safety certification are considered assets.


Fleet:
 

  • Asset management and budgeting for multi-million-dollar equipment fleets.
  • Certified Automotive Fleet Manager (CAFM) or Certified Public Fleet Professional (CPFP) designation would be considered assets.
  • Fleet scheduling, vehicle lifecycle planning, and preventative maintenance programs.
  • Understanding of automotive repairs, diagnostics, and compliance inspections.
  • Knowledge of fleet management systems required.
  • Knowledge of:
    • CVIP requirements
    • Operator licensing requirements
    • Fuel management systems
    • Procurement specifications for vehicles and equipment.
