Supervisor, Vehicle and Equipment Compliance

Job Status: Permanent Full-Time

Pay & Grade: $83,997 to $104,997 Annually Grade/Band: 9

Hours of Work:35 Hours per week

Initial location: Kitchener Operations Facility

Overview

The City of Kitchener is seeking a dedicated and experienced professional to lead our Fleet Safety and Compliance (FSAC) programs. As the Supervisor of Vehicle and Equipment Compliance, you will ensure the safe operation of City vehicles and equipment in accordance with corporate and regulatory standards, including the Highway Traffic Act and Occupational Health and Safety Act.

Responsibilities

Driver/Operator Safety

Lead the development and management of City's Vehicle and Equipment Permit Program (VEPP) as the internal licensing and comprehensive driver safety program for City of Kitchener. This includes:
 

  • Creating and delivering training in various formats (e.g., classroom, one-on-one, simulation, online);
  • Ensuring compliance with legislative requirements;
  • Collaborating with internal stakeholders to define licensing and evaluation standards;
  • Analyze data such as driver abstracts and collision reports to identify trends and implement improvements;
  • Chair the Permit Review Committee to ensure the Vehicle and Equipment Permit Program (VEPP) remains effective and relevant;
  • Provide direct training and assessments as needed and coordinate with third-party training providers.


Vehicle Collisions and Safety

Oversee the Collision Reporting and Review Program (CRRP), including:
 

  • Review and update the CRRP as required.
  • Complete data analysis to identify trends related to accidents,
  • Review and investigate collision/incident/damage reports into vehicle incidents, facilitate the Collision Review Committee and Appeals Process.
  • Collaborate with internal departments and labor groups to implement corrective actions.
  • Engage with external organizations and municipalities to stay informed on industry trends and regulatory changes


Regulatory Compliance
 

  • Monitor and audit driver compliance with legislation such as the Highway Traffic Act and Occupational Health and Safety Act.
  • Conduct audits of Records of Duty Status and ensure training requirements are met. Maintain a violations database and implement corrective actions in consultation with management. Ensure fleet user groups adhere to City policies and procedures


Supervision

Directly supervise a Vehicle and Equipment Trainer and a Program Assistant. Responsibilities include:
 

  • Hiring, training and performance management;
  • Ensure adequate coverage for training and administrative functions;
  • Provide guidance on regulations and internal policies, and ensure staff are up to date with industry standards and certifications.


Commercial Vehicle Operator Record (CVOR) Management
 

  • Manage the City's CVOR program to maintain or improve the Carrier Safety Rating (CSR).
  • Analyze and review CVOR abstracts for accuracy. Submit requests to the Ministry of Transportation for the removal inaccurate events from the CVOR record.
  • Educate stakeholders and develop strategies to reduce violations and align with broader fleet safety initiatives


Committee Participation
 

  • Represent the Fleet Division on internal and external committees such as the Collision Review Committee, Permit Review Committee, Equipment Review Committee, and Fleet User Work Group.
  • Contribute to discussions on training priorities and policy development


Financial Responsibilities
 

  • Manage the budget for the Fleet Safety and Compliance section, authorize purchases up to $15,000, and oversee vendor contracts. Participate in broader financial planning for the Fleet Division, ensuring cost-effective service delivery and compliance with procurement policies.


Work Conditions:
 

  • Office and field environments, including exposure to outdoor elements and operational hazards.
  • Occasional physical demands such as climbing equipment and prolonged standing during training.


Requirements 
 

  • Grade 12 diploma plus up to 1 year of post-secondary job related courses.
  • Minimum 4 years of relevant experience in fleet safety and compliance.
  • Ontario Class AZ Commercial Driver's Licence.
  • Holds a certificate of completion in the following courses, in accordance with a recognized training authority: Defensive Driving Instructor Certificate (DDC) or Professional Driver Improvement Instructor Certificate (PDIC), Adult Learning Certificate, Commercial Motor Vehicle Investigation or equivalent.
  • Working knowledge of legislation (e.g. Highway Traffic Act, Occupational Health and Safety Act and related regulations), codes, standards (e.g., Canadian Standards Association), and practices relating to fleet and vehicle safety, equipment operation, and commercial motor vehicles.
  • Excellent communication, facilitation, and analytical skills
  • Reliable with a good attitude and employment record.
